Rule of thirds is when you take a picture on 1 of 4 points that's close to the corners. The reason for this is to give you more to look at and make the mind wonder. Rule of thirds is meant to put the thing your taking the picture of outside the middle. This technique is divided into 3 sections like a checker bored and the picture is meant to be on 1 of the 4 points you will see.
