Blow out is created by opening the pupil of the camera. No, i don't think this was the best way because the pictures come out funny looking. Another way you create this effect is by keeping the shutter open for 15 seconds. Panning is when you follow your subject, it blurs the background but makes your subject clear. I didn't do so good at this. I think 1/22. I could of payed more attention and followed her better. The hardest part was having the settings correct.
